Jose Manuel de la Rosa, Jr. at the age of 4-founding father of Texas Tech. Dr. Jose Manuel de la Rosa is probably one of the most recognizable people in El Paso, with his signature moustache and bowtie. And when it comes to awards, he might have more than anyone, and for good reason. The National Hispanic Medical Association in Washington named him the Hispanic Physician of the Year for his leadership on behalf of Hispanics and the underserved. The Rotary Clubs of El Paso gave him their Distinguished Service Award for his contributions to the betterment of the city and its citizens. For decades, de la Rosa has been out there, advocating for El Paso and pushing Texas Tech, the Texas Legislature and state leaders to do right by this community. http://www.elpasoinc.com/news/local_news/article_a5d7a2f2-5aa3-11e3-9be5-001a4bcf6878.html As regional dean of the two-year Texas Tech medical school in El Paso in 2003, de la Rosa had a big hand in persuading legislators to consider a full-fledged, four-year medical school in the biggest city in the country without one. Today El Paso’s four-year Paul L. Foster Medical School is up and running. In 2007, he was named its founding dean.
