William Wallace Mills
William Wallace Mills nació en Thorntown, Indiana. Acompañó a su hermano Anson a la ciudad de Franklin que se convertiría en "El Paso". Fue aceptado en la Academia Militar de West Point, pero nunca asistió. Fue miembro de El Paso Lodge # 130 A.F. &A.M. Durante la Guerra Civil muchos habitantes de El Paso fueron partidarios de la Confederación. Mills y su hermano eran partidarios de la Unión. Como resultado, nunca perdonó ni olvidó el tratamiento de Simeon Hart. Hart pertenecía a El Paso Lodge # 130 A.F. &A.M. y los albañiles se reunían en su casa de vez en cuando. Durante una reunión de la logia, ambos hombres tuvieron una fuerte discusión. Sin embargo, al poco tiempo la reunión terminó en paz y armonía. Mills fue nombrado delegado a la Convención Constitucional. Él y su esposa se mudaron a Austin, Texas, y pasaron el resto de sus años ahí.
