James P. Mills, padre de Anson Mills
James P. Mills nació en 1808 en Pennsylvania. Se convirtió en un huérfano en la edad de ocho años y vivió con su tía. James entonces se convirtió en aprendiz de curtidor pero el aprendizaje era tan difícil que él funcionó lejos. De veinte a veintidós sirvió como un oficial en Ginebra, Nueva York, antes de que él y su hermano viajaron a Indiana. Allí, James se estableció en 1830 y se casó Sarah Kenworthy dos años más tarde. Tuvieron nueve hijos, el más viejo era Anson Mills. Anson Mills, quien llegó al Paso en 1858, fue un pionero del Paso y creó el primer mapa de la ciudad.
