El transporte masivo en 1882 vino en la forma de los tranvías de mula, que fueron utilizados en las calles de El Paso y Juárez hasta 1902, cuando fueron sustituidos por los tranvías eléctricos. En septiembre de 1955 se dedicó un monumento conmemorativo a estos primeros tranvías, consistente de un tranvía de mula original y una mula de hierro fundido. Dos estudiantes de arte de Texas Western, Odd fellows Lodge 284, la tienda de departamentos The Popular y El Paso City Lines estaban involucradas con el proyecto. La ceremonia fue binacional, acorde con la primera línea internacional de tranvías del mundo. Eventualmente el monumento fue trasladado a la esquina de las calles El Paso y Missouri a partir de 1969 hasta 2005. Mandy era una de varias mulas que solían tirar de los tranvías. Cuando la línea fue electrizada en 1902, se le dio un paseo simbólico en el primer tranvía eléctrico y luego se le retiró del servicio de tranvía.
