Se tiene la intención de transmitir en una construcción abstracta, una valla que ilustra la topografía local y la comunidad. La base del diseño es para mostrar el área de El Paso, en una vista abstracta como si se viera bien de un avión o un satélite. El diseño se relaciona con la vista de la tierra y de sus ríos y montañas. Esta vista muestra vistas abstractas de la ciudad, y de sus modos de transporte
