Allen Mills fue nacido Edgar Allen Mills el 28 de enero de 1844 en Thornton, Indiana. Su hermano, Anson Mills, fue uno de los miembros fundadores de El Paso y de hecho le dio el nombre de El Paso a la ciudad. Durante la Guerra Civil, Allen Mills fue un asignado privado a la Compañía G, 55a infantería de Indiana hasta 1862. Mills murió el 28 de septiembre de 1924 y está sepultado en Thornton, Indiana.
