La familia del alcalde C. E. Kelly. Kelly era escrupuloso en el manejo del dinero público. Concibió y/o implementó pavimentación, alcantarillado, protección contra incendios, Colegio de Minas, paseo escénico y fue el líder de "El Anillo". La Sra. Elizabeth Kelly y sus tres hermanas tuvieron vidas interesantes. Elizabeth era la amada y por mucho tiempo bibliotecaria de El Paso. La difunta Charlee Kelly comenzó su carrera como oficial militar durante la Segunda Guerra Mundial y se retiró en 1956 después de alcanzar el rango de teniente coronel. El teniente coronel Charlee Kelly era una de las cuatro hijas del alcalde C. E. Kelly de El Paso, Texas. Se unió a la WAAC durante la Segunda Guerra Mundial que la llevó alrededor del mundo. Sirvió dos veces en el Pentágono. La Sra. Kelly era miembro del Club de Mujeres de El Paso. Ayudó al club a participar en el Jubileo de la Comunidad de tres días en 1911 para dar la bienvenida a Nuevo México y Arizona a la comunidad legal.
