Anita Blair con su Perro Guía Fawn

Anita Blair era una representante estatal y activista de la comunidad, que murió en el 2010 a los 93 años de edad. Blair se convirtió en la primera mujer de El Paso elegida como representante estatal en 1952. También fue la primera mujer ciega para servir en una posición elegida en el estado de Texas. Durante su mandato, Blair recaudó el dinero para remodelar la Escuela Estatal para los Sordos. También luchó por que subieran el sueldo de los profesores y apoyó un proyecto de ley que permitió que mujeres sirvieran en jurados. En sus años posteriores, Blair se convirtió en una pionera para los minusválidos y estuvo activa en la comunidad. Debido a un accidente Blair perdió su vista a los 19 años de edad, pero con su perro guía Fawn, se ajustó rápidamente a la oscuridad. Blair asistió a la Universidad de Texas en El Paso, entonces conocida como Escuela de Minas y Metalurgia del Estado de Texas. Se graduó en 1944 con el título de Maestría en Ciencias Sociales. El retrato fue tomado por Samuel Fant, probablemente con fechas a partir de los años 1940 a 1950.
