President Kennedy and Raymond Telles Image Description: This photograph depicts President John F. Kennedy and El Paso Mayor Raymond Telles. Mayor Telles was the first Mexican-American mayor of any major city in the United States. Mayor Telles met with President Kennedy in the Oval Office because he was appointed as U.S. Ambassador to Cuba. Kennedy is standing to the left, and Telles to the right. Kennedy has his right arm extended and he is pointing with his index finger, mouth open in the middle of dialogue. Telles, to the right, is listening to what Kennedy is explaining.
