The family of Mayor C. E. Kelly. Kelly was scrupulous in handling public money. He conceived and/or implemented paving, sewers, fire protection, College of Mines, scenic drive and was the leader of "The Ring". Ms. Elizabeth Kelly and her three sisters all had interesting lives. Elizabeth was the beloved and long - time librarian in El Paso. The late Charlee Kelly began her career as a military officer during World War II and retired in 1956 after attaining the rank of lieutenant colonel. Lt. Col. Charlee Kelly was one of four daughters of Mayor C. E. Kelly of El Paso, Texas. She joined the WAAC during World War II which took her around the world. She served twice at the Pentagon. Mrs. Kelly was a member of the El Paso Woman's Club. She helped the club be involved with a three-day Statehood Jubilee in 1911 to welcome New Mexico and Arizona into legal statehood.
