El Paso Police Officer Ed Agan - 1962

Each marked patrol or traffic unit carried a black, clip-on flag in the car. (Notice flag on passenger side in this photo, clipped to rain gutter). Any time a traffic accident resulted in a fatality, either during the shift, or a previous accident resulting in a later death, the police dispatcher would broadcast to all units to "Mount the black flags". They stayed up for 24 hours. This was to remind all motorists that there had been a traffic fatality and remind them to drive safely.
